One year ago, CC announced the Affiliate Project Grants to support and expand CC’s global network of dedicated experts. With a little help from Google, we were able to increase the capacity of CC’s Affiliates to undertake projects around the world benefiting a more free, open, and innovative internet.
We received over 70 applicants, and we were able to fund 18 to tackle important work in their country – work like using music to break down physical barriers and give Palestinians a voice, gathering leaders in Tanzania to discuss how sharing information can help prevent diabetes, and helping Romanian librarians provide quality educational materials to all.
Watching these projects unfold over the last several months has been reaffirming for everyone at CC. The Affiliates are central to CC’s work, without whom we would simply not be closer to our goal of a more open internet.

A major part of the digitized works shall be in the public domain. However, many of these institutions often keep these works in the equivalents of digital safes, and there are no easy ways to access and reuse them. Together with Netivism Ltd. (a social enterprise based in Taipei) CC Taiwan engaged with memory institutions and independent collectors in Taiwan about the tools and practices for public domain repositories.
Exemplary public domain repositories are being setup using MediaGoblin (a free software package for hosting media collections) with new extensions developed for and supported by this project grant.”

This is the final installment in our five week blog post series on the Affiliate Team project grants. You’ve heard about projects in Africa, Arab World, Asia-Pacific, and Europe. Today, you’ll hear about projects from our Latin America region, including: a report on the evolution of the academic journals’ presence and dissemination in Chile, a School of Open course for librarians on copyright led by Colombia, El Salvador, and Uruguay, and a free music festival and open source website from Guatemala and Uruguay.
Chile: Promotion of Open Knowledge in the Chilean Academia: Ways to Facilitate Adoption of Creative Commons in the Academic World

In Derechos Digitales, we have been working almost 10 years on copyright and access to knowledge issues, by doing public advocacy on copyright reform and working with Creative Commons licenses to enable all kind of creators to share their works in the digital environment, through the use of these tools.
One of our stronger research lines has to do with scientific and scholarly work, how this knowledge is being disseminated, and how we can improve that process to make this information accessible to everybody interested.
Following that path, since 2008 we have been researching academic journals production and their publishing terms, along with creating legal guides to academics to get a sense of how to use CC licenses and make them able to share their work. That allowed us to publish a couple books with our findings and internal policy recommendations.
Thanks to the CC grant we were awarded, we have been able to resume that work, updating our figures from the 2008 research and taking one step further, conducting field research on the academic community about the way they publish and manage that content, and if they are aware of the CC and Open Access movements.
At this point, we have interviewed scholars from the major Chilean universities in different fields on exact and social sciences to be aware of their perceptions and needs regarding open access. In parallel, we are researching academic publications to determine how the situation has evolved from 2008 to this day, in terms of journal continuity but also in terms of how these deal with publishing formats and licensing terms.
We hope, by April this year, to have a step forward on our diagnosis of the academic dissemination environment, and with more insights of the academic world, a report that speaks on the evolution of the journals’ presence and dissemination. We also hope to have performed a couple workshops with government officers and academic community, in order to boost open access and open licensing initiatives.
Colombia, El Salvador, Uruguay: ABC of Copyright for Librarians

A CC grant made possible that since August 2013, three Creative Commons chapters -Colombia, El Salvador and Uruguay- are working to adapt an online course for librarians about copyright and with an eye on the Open world.
The project aims to develop the necessary open educational resources (OER) for an online course, self-taught and in Spanish, that will be available through the School of Open, and eventually in the OER projects of the chapters developing the course (i.e. Internet Activa and Artica).
Why Basic Copyright Concepts for Librarians? It is not a secret that many librarians and libraries in Latin America work with little or no knowledge about the copyright frame. We want to offer this target group and other related professionals (e.g. academic researchers, teachers, OER developers, librarian students, archivists, museum workers, all those interested on heritage conservation, etc.) the basic knowledge for their work.
We believe that this knowledge is much needed right now and will also be useful to promote CC licenses among librarians in the region.
The material in this course will be open as a self-guided course that can be tapped on demand — individually, at a user-preferred time and date. Moreover, the course can be harnessed as a group, from a collective or specific institution, to be facilitated according to the possibilities and conditions of a given community.
We are currently finalizing the legal and pedagogical review process of the last module of the course that we have titled, “ABC Copyright.” The legal review ensures the strengthening of self-learning potential of all students, while the pedagogical review is valuable to contextualize accurately and clearly each module to Latin American culture. We are also working on building a communication strategy which will be essential once the course is published at the School of Open for the dissemination to the audience of this open educational material. We have already developed the graphic concept, which we share as a preview in this post! We are at the stage of creating new graphic elements that will complement some of the most complex issues and will make their assimilation much easier.
We are working with love and energy so that very soon all those curious and interested can learn, share and supplement the online course, ABC Copyright for Librarians in Latin America!
Guatemala, Uruguay: Promoting Free Music in Central and South America

This project, a collaboration between CC Guatemala and Uruguay, was drafted following the suggestions of six bands who are starting to use open licenses in Guatemala. It represents a unique opportunity to reconnect and expand the open license network in the Latin American music community, consisting of an open call for free music followed by a week dedicated to festivals and concerts in multiple jurisdictions. Each country will have at least ten bands participating, and is combined with training for musicians, producers, artists, and copyright experts to explain artists’ rights, how copyright law affects music, and the power of sharing. The activities will be posted on an open source website filled with the LP of Latin American free music, photos and videos of the workshop, a free music declaration, and showcase of successful cases in Latin America and all the activities of the free music week. Since it’s open source, anyone can use it to recreate the same project in their region or country.1 Comment »

Casey Fiesler is this year’s Google Policy Fellow. A PhD candidate at the Georgia Institute of Technology, Casey also attended Vanderbilt University Law School. Casey’s PhD work is in the area of Human-Centered Computing. Her work at Creative Commons this summer will involve intense research into how remix artists create and interact with copyright law and technology and how Creative Commons has changed the discourse around copyright law.

Jorge Vargas comes to us from Bogota, Colombia where he has been an active member of the CC Colombia team. He is in his fourth year of law school at Universidad de Los Andes in Bogota and also interns with the Colombian office of an international law firm. This week is the fourth annual Open Access Week, and starting yesterday Oct 18, the official kick-off date, the CC community has been participating in various open access events around the globe. “Open-access (OA) literature is digital, online, free of charge, and free of most copyright and licensing restrictions.” Taking place the same week everywhere, Open Access Week brings together people from all ends of the academic and research communities at various worldwide conferences, workshops, and other events to “continue to learn about the potential benefits of Open Access, to share what they’ve learned with colleagues, and to help inspire wider participation in helping to make Open Access a new norm in scholarship and research.” Below is a (not exhaustive) list of what CC jurisdiction leads, open culture and open education advocates, and the Creative Commons staff are doing to inspire open access.
CC Colombia is kicking things off at a CC Salon in Cali today with the Universidad Autónoma de Occidente (UAO). Tomorrow (Oct 20), they are holding a training activity on copyright and CC licenses for teachers at the Universidad de la Sabana (Chia), and they’ll end the week with a conference with the research group of students at the National University (Bogotá) on Oct 21. CC Aotearoa New Zealand
CC New Zealand will be focusing on open education this week, holding a webinar on Friday entitled, “Remixing Aotearoa,” as part of the Open Education Resource Foundation’s OA Week’s webinar series. CC Spain Project Lead Ignasi Labastida i Juan, also the head of the Office for Knowledge Dissemination at the Universitat de Barcelona, has organized several talks on open journals and open repositories following last year’s events. Ignasi himself spoke on Monday about OA policies and developments, and today will be speaking about research repositories.

Founding board member and professor at American University, Michael Carroll, will be speaking at the University of Maryland later this week (Oct 21) to “discuss the growing open access movement, why access to information is so important, and what you can do to promote open access to your research.” Science Commons Vice President, John Wilbanks, started the week yesterday at the University of Utah, and will be speaking at UC Davis again on Friday, in addition to a webinar for open access participants in Portugal on Thursday. CC Fellow Greg Grossmeier is speaking at Southern Illinois University-Carbondale on Wednesday, and will also give a talk on open educational resources (OER) at berlin8 in Beijing, China next week (Oct 26). Myself, Jane Park, am participating in a panel today at NYU on open access for education, following the recent launch of NYU’s Open Education Pilot. Also stay tuned for Open Society Foundation (OSF) Policy Fellow Timothy Vollmer’s interview with SPARC’s Right to Research Coalition this week; the Scholarly Publishing and Academic Resources Coalition (SPARC) is also a major organizer of OA Week activities.
Creative Commons and Open Access — Doing our homework: Science @ Creative Commons, Open Access, and Lessons for OER

As a follow-up to Back to School week, Carolina Botero, ccLearn’s regional liason at CC Colombia, has summarized her own take in Spanish on two issues we posted on last week: Legal Challenges for Teachers (Understanding Copyright Exceptions) and Open Courseware as a transition to college. En Estados Unidos están de regreso al colegio este mes y con este contexto en ccLearn, Lila Bailey ha venido publicando una serie de entradas que creo justifica comentar y traducir al menos en parte:

Aunque el contexto legal de los régimenes de Copyright (en USA) y Derechos de Autor (en España, en Colombia y en casi toda América Latina) no es igual, de hecho una de las diferencias es la forma como se maneja este tema, me sorprendíó lo “internacional” de este texto, les traduzco apartes:
“De la fotocopiadora al vídeo en la Web, la tecnología ha hecho más y más fácil hacer a muy bajo costo o incluso completamente gratis copias de contenidos educativos para el beneficio de los estudiantes. Sin embargo, los docentes pueden no ser conscientes de ello, o pueden temer las consecuencias jurídicas de realizar tales copias, de adaptárlas a sus propias circunstancias, o de usarlas para la enseñanza. Por su parte nadie quiere criminalizar a los profesores (o los estudiantes), sin embargo, en estos días el mensaje que los docentes y administradores del sistema educativo están recibiendo de los titulares de los derechos de autor es que las tecnologías digitales producen justamente eso.
La confusión (y el riesgo legal asociado) que viene junto con el uso de contenido con “todos los derechos reservados” se hace mayor cuando los materiales se colocan en la Internet en el contexto de los recursos educativos que tienen licencia para un amplio intercambio y la reutilización. Además, la utilización transfronteriza de recursos con licencias abiertas que contienen materiales con “todos los derechos reservados” crea problemas para la idea de apertura general de los recursos, porque las excepciones al derecho de autor en todo el mundo no son equivalentes o compatibles. Como resultado, el costo para los usuarios potenciales de determinar si ese material puede ser utilizado en su propia jurisdicción supone una barrera para el uso de los REA.”
Precisamente Lila Bailey ha venido trabajando el tema buscando entender la forma como las excepciones legales funcionan globalmente y cómo interactúan con otras licencias de contenido abierto, sus ideas se han condensado en la ponencia que presentó durante la conferencia Oponed “Otherwise Open: Managing Incompatible Content in OER”. Un texto que debemos empezar a revisar y ubicar desde nuestros propios contextos.

En esta entrada Park indica como en este momento los Open Courseware (repositorios de cursos virtuales que se publican para acceso abierto en Internet, como el famoso MIT OCW http://ocw.mit.edu/) han provocado un interesante efecto de publicidad para las universidades americanas que hoy reconocen como cada vez más de los nuevos estudiantes consideran que conocer el material docente de la universidad en la que esperan estudiar ha influido en su toma de decisión y cómo este efecto ha hecho que las universidades americanas estén creando un puente entre la educación superior y media a través de los cursos en estos repositorios abiertos.
Park señala que los cursos se han convertido en material para los docentes de educación media que les permiten más y mejores recursos para preparar los estudiantes para su experiencia universitaria. Sin embargo, Park hace un llamado a la necesidad de llamar la atención y preparar a los docentes para ir más allá de la simple reutilización pasiva de materiales de los cursos y pasen a ser actores de la recreación de estos materiales localizándolos y ajustándolos a sus circunstancias particulares.
Park espera que donaciones como la de la Fundación Boston a la Universidad de Massachussets, que tiene como finalidad preparar a los graduados de la escuela para enfrentar los cursos de educación superior, sirvan de promotor para contextualizar a los docentes y estudiantes en las nuevas comunidades abiertas a ellos a través de herramientas tan sencillas como la licencia que se asocia con un recurso, de modo que puedan ver estos cursos como iniciativas de comunidades abiertas globales más allá de la institución que los hospeda.
La ruta que presenta Park puede servir de inspiración para nuestros países y sus iniciativas nacionales como inspiración para los actores del sector.Comments Off
