Universal access to education is a right
The wealth of Creative Commons licensed content is core to our efforts at Boundless to make access to high-quality educational content a universal right. All of our content is available under a CC BY-SA 4.0 license — which gives us a great combination of openness and flexibility, and assures that derivative works stay in the Commons so others can benefit.
Boundless offers content in more than 20 introductory-level college subjects for free on our website and mobile app. Using the CC BY-SA license on our content means an educator can use an article about Long-Term Memory, for example, as content in their classroom and adapt it for their syllabus. Students will save money by using open resources, and educators can share their customized version of that content with the greater Boundless community for further re-use.

Open content succeeds because of a powerful community
We’re seeing a transition in educational publishing from physical to digital. This transition has been slowed by a conservative industry and lack of great products, but we’re now in a time where entrepreneurs, educators, and more are challenging the status quo to create better teaching and learning opportunities. This gives us an opportunity to create communities of learners, educators, and content creators to build a better, more effective learning experience powered by open content.
I believe that open content succeeds because of its powerful community. The educators, researchers, and more who are motivated to share their work with others keep the flow of education materials moving to benefit their teaching and learning communities. The power of this community means we can challenge the status quo in education — and no longer tolerate static, expensive resources.
Over the past three years, the team at Boundless has worked with an internal community of hundreds of subject matter experts to create and curate open resources for our library of 21 subjects. This foundational content has served more than 3 million students and educators.
We’re committed to not only providing universal access to this content, but also building a collaborative, powerful community to create more content. That’s why I’m proud to share that we’ve brought on one of community education’s biggest advocates as a new Boundless advisor: SJ Klein, a veteran Wikipedian. SJ says,
“Tapping the minds of the teaching community brings great power to educational content. I look forward to working with Boundless as its community grows, not just to create more freely-licensed material, but to provide greater access to it, and make it personalizable.”

Nobel Prize in Economics to Elinor Ostrom “for her analysis of economic governance, especially the commons”
The 2009 Nobel Prize in Economics was awarded today to Elinor Ostrom and Oliver Williamson for their research on economic governance. Ostrom’s award is particularly exciting, for it cites her study of the commons. Commons? That sounds familiar!
Ostrom’s pioneering work mostly concerns the governance of common-pool resources — resources that are rivalrous (i.e., scarce, can be used up, unlike digital goods) yet need to be or should be governed as a commons — classically, things like water systems and the atmosphere. This work is cited by many scholars of non-rivalrous commons (e.g., knowledge commons) as laying the groundwork for their field. For example, a few excerpts from James Boyle’s recent book, The Public Domain, first from the acknowledgements (page ix):
Historical work by Carla Hesse, Martha Woodmansee, and Mark Rose has been central to my analysis, which also could not have existed but for work on the governance of the commons by Elinor Ostrom, Charlotte Hess, and Carol Rose.

In the twentieth century, the negative effects of open access or common ownership received an environmental gloss thanks to the work of Garrett Hardin, “The Tragedy of the Commons,” Science 162 (1968): 1243–1248. However, work by scholars such as Elinor Ostrom, Governing the Commons: The Evolution of Institutions for Collective Action (Cambridge: Cambridge University Press, 1990), and Carol Rose, “The Comedy of the Commons: Custom, Commerce, and Inherently Public Property,” University of Chicago Law Review 53 (1986): 711–781, have introduced considerable nuance to this idea. Some resources may be more efficiently used if they are held in common. In addition, nonlegal, customary, and norm-based forms of “regulation” often act to mitigate the theoretical dangers of overuse or under-investment.

The possibility of producing “order without law” and thus sometimes governing the commons without tragedy has also fascinated scholars of contemporary land use. Robert C. In 2003 Ostrom herself co-authored with Charlotte Hess a paper contextualizing knowledge commons and the study of other commons: Ideas, Artifacts, and Facilities: Information as a Common-Pool Resource. It includes a citation of Creative Commons, which was just about to launch its licenses at the time the paper was written:
An example of an effective grassroots initiative is that taken by the Public Library of Science (“PLS”), a nonprofit organization of scientists dedicated to making the world’s scientific and medical literature freely accessible “for the benefit of scientific progress, education and the public good.”126 PLS has so far encouraged over 30,888 scientists from 182 countries to sign its open letter to publishers to make their publications freely available on the web site PubMed Central.127 By September 2002, there were over eighty full-text journals available at this site.128 Another new collective action initiative is the Creative Commons129 founded by Lawrence Lessig, James Boyle, and others to promote “the innovative reuse of all sorts of intellectual works.”130 Their first project is to “offer the public a set of copyright licenses free of charge.”131

Congratulations to Elinor Ostrom, and to the Nobel Prize committee for making an excellent choice, highly relevant in today’s world. Hopefully this will only be the first of many grand prizes for the study of the commons.

The Commons Video is a 3 minute 46 second animation (licensed under CC BY) from On The Commons and The New Press making the case for an expansive conception of “The Commons” as a means to achieve a society of justice and equality. From the video’s description:
In a just world, the idea of wealth–be it money derived from the work of human hands, the resources and natural splendor of the planet itself–and the knowledge handed down through generations belongs to all of us. But in our decidedly unjust and imperfect world, our collective wealth is increasingly concentrated in the hands of a few. There is be a better way–the notion of the commons–common land, resources, knowledge–is a common-sense way to share our natural, cultural, intellectual riches.
A good portion of the video from the captured point above (1:53) on concerns intellectual commons, based on the writing of David Bollier and others. Bollier is author of Viral Spiral, a history of CC and related movements (previously blogged).
Some readers will find the expansive and social justice oriented conception of commons described by the video compelling. Others will find the argument that tangible goods thought of as commons confuses the unique case in favor of a commons of intellectual goods, given the latter’s non-rival nature. But such confusion is often willful, certainly not informed by subtle and historical arguments about the nature of commons.
Agree or disagree with the perspective presented in The Commons Video, it’s a useful reminder that lessons concerning the management of real and intangible goods don’t always flow in the direction or say what one might expect.

I’m in Sapporo for the CC Legal Day, Commons Research Mini-conference which the Metrics Project is but part, and to further promote the CC Case Studies project. As Greg outlined so clearly last week and I presented at the launch of CC Singapore a few days ago, this project is doing quite well with 112 submissions from around the world assisted by a great system for supporting this community project, and even better brilliant people adding case studies daily!
Also, you kind readers might have noticed that we have launched and/or refreshed several projects over the last few weeks to prepare for a coming change. As of August, my role with Creative Commons will change from managing community and business development to being liaison in ongoing similar affairs. This also means that I will be spending most of my time on projects outside of Creative Commons — most still involve using Creative Commons licensing and technology.
I’m not leaving the culture of free and open, nor Creative Commons, both of which I have been involved with for some time. Rather, I will be, as of August 2nd, devoting most of my energy to projects I’ve been delaying or couldn’t do as effectively since I have been living and breathing Creative Commons. My job and peers at Creative Commons are amazing and working for CC, in my capacity at least which I can speak to, is a dream job. If anything, I will be pushing Creative Commons even more by action, projects, and facilitation in another capacity.
Thus, if you want to find out more about what I will be doing, you know where to find me. I am continuing work on a couple of projects that have not launched in relationship to Open Library/PDWiki project.
